This is the Status of Greenhaven

A Letter to Supporters and Concerned Citizens

The Concerned Citizens for Cityhood of South DeKalb, Inc. (CCCSD) was unsuccessful in its bid to get the GA State legislature to give YOU the opportunity to form a city.  The 2015 GA legislative session closed on Thursday April 2nd with two Greenhaven bills that legislators decided not to move forward.  This email is to also let you know that we have every intention of moving forward and being successful next year!

That is our past; now we move on.  It’s time to begin an information campaign to protect our interests. We need your support and your assistance in letting other people know about Greenhaven and the potentially disproportionate tax burden that will fall on residents of South DeKalb. We ask that you invite us to your homeowner association, fraternity, and sorority, nonprofit organization, church meetings and so forth.  We are not going away.  We continue on.

There were two bills introduced in the GA State Assembly – House Bill 613 proposed by Representative Pam Stephenson and Senate Bill 221 proposed by Senator Ronald Ramsey.  We heartily thank both legislators for taking the time and energy to try and get our bills passed. 

We found the legislative process for cityhood to be a challenge.  The rules were not consistent and we found that exceptions were made for some but not others.  We at CCCSD believe that we complied with all the requirements; however, there were legislators that interpreted the rules differently from us. Sometimes it was frustrating when there seemed to be blatant exceptions to the rules for some proposed cities while narrowly adhering to their rules for others (like Greenhaven).  It was also frustrating to be blocked by some representatives who stated that they did not know enough about Greenhaven but who were aware that citizens of Greenhaven and South DeKalb would bear the brunt of the pension plan costs if they did not incorporate.

Support us as we take our next steps – strategizing on how we can best protect the interests of the citizens in Greenhaven and southern DeKalb. Regardless of where you stand on the general question of cityhood, CCCSD will continue to have open and regular information sessions so you can at least be informed.
